A CP14 is the IRS's first written notice that you have an unpaid balance on your tax account. It itemizes the tax you owe, plus any penalties and interest that have accrued since your return was due. The notice is generated automatically when the amount you reported (or that the IRS assessed) was not fully paid by the filing deadline. It is a bill, not an audit or an accusation of wrongdoing.

Most CP14 notices result from filing a return without full payment, an underpayment of estimated taxes, or a math correction the IRS applied that increased your liability. Even taxpayers who paid on time sometimes receive one because a payment was misapplied, posted late, or credited to the wrong tax year.

If you agree, pay the balance in full by the due date to stop additional interest and penalties from accruing. If you cannot pay in full, you can apply online for a short-term extension or a monthly installment agreement. If you believe the balance is wrong — for example, a payment you already made is not reflected — gather proof of payment and call the number on the notice or respond in writing before the deadline.

Interest and the failure-to-pay penalty continue to compound, and the IRS will escalate with reminder notices (CP501, CP503) and eventually collection notices such as CP504. Ignoring the balance long enough can lead to a federal tax lien or levy against your wages, bank accounts, or refunds.

  • Pay in full
  • Set up an installment agreement
  • Request penalty abatement
